Governance, layer by layer.

A community of this size is not governed by one document or one board. Understanding which layer applies to your address is the difference between a smooth project and an expensive correction.

Buyers routinely ask what “the Palisades HOA” requires, as though there were a single answer. In a master-planned community containing many neighborhoods, several housing types, and a private club, there rarely is. Obligations are layered, and the layers do not apply uniformly.

This page describes the structure rather than the specifics. Dues figures, review timelines, and restriction lists change by amendment and by section — and a confidently published number that has gone stale does more damage than an honest instruction to verify.

Structure

Four authorities, four different remits.

The master association

The community-wide layer that typically administers shared common areas, community standards, and community-level assessments. Its scope is defined by the recorded declaration, not by convention.

Neighborhood sub-associations

Individual neighborhoods within a large master-planned community can carry their own association with additional assessments, additional standards, and their own review process. Attached and low-maintenance sections in particular often have obligations that detached sections do not.

The private club

The golf and racquet club is a separate entity from the community associations. Club dues are not HOA assessments, and club membership is not conferred by home ownership.

The City of Charlotte

Zoning, permitting, tree ordinance, and stormwater requirements come from the city and apply regardless of what an association permits. Association approval is not a permit.

Which association or associations govern the address

Ask for the recorded declaration and any supplemental declaration applying to that lot. A community-level answer is not an address-level answer.

Current assessments and their frequency

Dues change. Any figure without a stated effective date should be treated as historical. Request the current schedule directly from the managing agent.

What review applies to exterior changes

Paint, roofing and siding materials, fences, pools, outbuildings, additions, and significant landscaping are commonly reviewed. The list and the process vary by association.

Special assessments and reserve position

Reserve studies and any pending special assessments are material to a purchase and are usually available on request during due diligence.

Leasing and rental provisions

Rental restrictions, minimum lease terms, and short-term rental provisions vary between associations and change by amendment.

What are the HOA dues in The Palisades?+
